Our Administrative, Energy and Environment Law Department offers legal advisory and legal assistance services to companies, public entities and individuals in relation to all aspects of Administrative law.
Our team has significant experience in representing clients in legal action before the administrative authorities (Regional Administrative Court and the Council of State), the Court of Auditors, the Constitutional Court and the European Courts (CJEU and ECHR).

BIOGRAPHY

Rome, 1980. Registered with the Bar Association of Rome, rights of audience with the High Courts.

Head of the Administrative, Energy and Environment Practice for Quorum – Studio Legale e Tributario Associato.

Professor for the course 12/D1 – Administrative Law, Adjunct Professor in Administrative Law at Pegaso University and visiting Professor in Administrative Law and Administrative Procedural Law at the Luiss – Guido Carli University – Specialist courses for the legal profession. He has authored more than 70 publications.

Federico was a founding member of the Young Administrative Lawyers Association (AGAmm – Associazione Giovani Amministrativisti), a member of the Italian Administrative Lawyers Association, the Administrative Chamber for Rome and a member of the National Union of Administrative Unions.

BIOGRAPHY
In 2009, Simona graduated in law and in 2015 obtained her Ph.D. in Administrative Law from Rome’s “La Sapienza” University.
A registered lawyer with the Rome Bar Association since 2012, Simona is an expert in administrative, substantive and procedural law, advising individuals and companies in the public sector, town planning sector, public procurement and contracts sector and the utilities sector. Since 2016, she has been an advisor to energy and water operator Utilitalia – Imprese Ambiente Acqua Energia as a reference contact for public procurement.
Simona teaches continued professional development and training courses in relation to public procurement.
She is a founding member of the Italian Young Administrative Lawyers Association AGAmm – Associazione Giovani Amministrativisti.

BIOGRAPHY
A law graduate from Rome’s “La Sapienza” University, with 110/110 Lode in a thesis in Administrative Law (tutor Prof. Giuseppe Morbidelli) – March 2016.
Winner of a scholarship for a Ph.D. in European Administrative Environmental Law at the political science department of the “La Sapienza” University in Rome – October 2016 (coord. Prof. Angelo Clarizia).
Collaborated with the Liaison Office for the EU Policies office at the Molise Region, in Brussels from March 2016 to July 2016.
Registered as a trainee with the Bar Association of Rome since May 2016.
Since January 2017, he has assisted Quorum’s Administrative Law department with providing legal assistance on contentious and non-contentious matters in relation to environment law, public contracts law, privatised public offices, construction and town planning, tax liability (before the Court of Auditors).
He has experience of drafting and monitoring legislation.

Graduated in law from Rome’s LUISS-Guido Carli University with honours 110/110 and a special mention from the graduation committee.

He is registered with the Bar Association for Rome and offers specialist advice and assistance in relation to administrative and constitutional law and European Union law and the European Convention on human rights.

Associate Professor in the area of specialisation 12/C1 – Constitutional Law.

Legal advisor to the Chamber of Deputies (Camera dei deputati). He acted as an expert advisor in relation to the “Pilot Project – Europe at School”, sponsored by the President of the Council of Ministers – Department of European Policies, Ministry for Education, University and Research – Department of Education, and the European Parliament and European Commission.

Davide won a scholarship with the “Silvano Tosi” Parliamentary Research Centre at the University of Florence, and was Professor and organiser of a number of Master’s courses organised by the Rome Tor Vergata University relating to public law; for the same University and also Luiss-Guido Carli, Davide is a professor on the topic of constitutional law aimed at individuals in the legal profession.
